The City of West Wendover is located along Interstate 80 in Elko County, Nevada, approximately 120 miles west of Salt Lake City, Utah. The land available at auction consists of 10 lots totaling approximately ±3,500 gross acres, some of which is zoned for casino, hotel, commercial, residential, and industrial development. The land falls either within the current city limits or in an area with potential for annexation into the city. Some lots border I-80, the Santa Fe Northern Union Pacific Railroad, and/or US 93, opening the door to a variety of opportunities.

Perhaps the largest factor in West Wendover’s growth is that it is the closest gaming and entertainment destination to Salt Lake City, Utah (1-1/2 hour driving distance) where lottery and gambling is non-existent and alcohol consumption is restricted by law. Because of the traffic from Salt Lake City and other places, West Wendover’s $125 million a year gaming industry is among the healthiest in Nevada. West Wendover is currently experiencing a 17% annual increase in gross gaming revenues; the highest increase in the country!  With  close  to   100%   hotel   occupancy  rates  on


weekends, the following projects have been completed or are in process:

  • Montego Bay is the newest hotel and casino. Room expansion is scheduled for Fall 2005.
  • The Peppermill Hotel and Casino completed its second recent hotel expansion, expanding its room count by 44%.
  • The Rainbow Hotel and Casino has just completed construction of a 20,000 square foot casino and convention center expansion, its third recent hotel expansion, and the construction of a new steak house restaurant and “high roller”
    poker salon.
  • Keys Resort and Casino plans to start construction on a new casino, its first phase ($37 million) consisting of 186-room boutique resort hotel and a 20,000 square foot casino centered on an outdoor pool, entertainment plaza, and retail center.
  • West Wendover has formed The Port of West Wendover, a 3000-acre commercial and industrial complex, to take advantage of West Wendover’s strategic location, halfway between Denver, Colorado, and San Francisco, California, with its rail, air, and interstate highway access.

Casinos estimate that the construction of each hotel room creates a need for 2-1/2 additional employees at all levels, from executive to custodial positions. There are currently 3,500 gaming-related jobs in West Wendover and this new construction is estimated to add some 1,500  permanent  jobs.     Meanwhile,  available  housing  in  West

Wendover is expensive and in short supply, and there is very little private land in the surrounding area for residential units. Many employees are forced to live in Pilot Valley, located an hour away by dirt roads, and some commute as far away as Elko or Salt Lake City. Because of this, most rental complexes maintain a waiting list and the rental market remains strong with more rentals needed for those that cannot buy. West Wendover is virtually surrounded by government-owned land that is not available for development. The gaming industry continues to grow, and as such, residential and service development must follow.

Interstate 80, which connects New York City on the East Coast and San Francisco on the West Coast, passes directly through West Wendover. U.S. Highway 93A which routes to I-15 in Las Vegas, Nevada, also connects to I-80 in West Wendover. On these two major highways, ten’s of thousands of vehicles, many of them transportation carriers, pass through West Wendover daily. Based on the existing reports, over 19,000 cars and trucks pass West Wendover on I-80 alone every day. Many of the West Wendover’s 2,000,000, annual visitors come from Salt Lake City and surrounding areas in Utah, where gaming is not legal and alcohol sales are restricted. As it is inconceivable that Utah will ever have any gambling, West Wendover, like other Nevada border towns continues to flourish.

With frontage on West Wendover Blvd. (the major artery of the city where all of the five existing major casinos and hotels are situated) and frontage on both the north and south sides of Interstate-80, the properties available are well positioned to take advantage of that growth. The City of West Wendover is in the high desert region of Nevada, with an elevation of 4,315 feet, and enjoys a moderate dry climate with four seasons. West Wendover is built on a pre-historic salt lake bed; as a result, the properties’ soil has a lower alkaline content, and is well-suited for growing grasses, flowers and other vegetation. The attraction of this area is multifaceted. The weather is clear and dry, with many sunny days and very little snow accumulation in the winter. The City of West Wendover has seen a continual upward trend in growth since its incorporation in 1991. The community’s growth to date has primarily been a result of tourism through new construction and additions to casino/hotels and other service-related business. As commercial growth has increased, so too has the residential construction as the community attempts to meet the needs of employees and their families.

The City of West Wendover takes a semitraditional approach to zoning and zoning uses. Great care has been taken to not only make the community a good place to do business, but a great place to live as well. Large commercial and manufacturing businesses are located closer to the main arteries within the community, including I-80, U.S.Highway 93A, and Wendover Boulevard. Smaller-scale commercial buildings in the  form of corner markets  and small shops  are

located near residential areas. The purpose and design of the current City zoning is to provide larger commercial and manufacturing businesses easy access and larger exposure to the traveling public by being located near highly–traveled corridors while providing more quiet and friendly neighborhoods to residents though the natural buffering effects of such businesses.

Since West Wendover is a young City (less than two decades old), the housing is modern and has been built to the Uniform Building Code, Uniform Plumbing Code, and Uniform Electrical Code. As these codes are updated nationally, the City automatically adopts the new version. There is a wide range of single-family developments within the City in order to meet the varying housing needs of residents. Housing within the City is divided into three primary areas.


R-1 zoning, is comprised of single-family homes. This zone in the City includes both conventional stick-built homes as well as modular. In order to keep pace with changing laws, there are pre-designated areas for manufactured homes. There are also areas within the City which incorporate covenants, codes and restrictions (CC&R’s). These are usually found at developments with custom home which have larger lots and vista views.

The second type of housing within the City is multi-family. This is incorporated in the R-2 and RMF zones. These zoning designations allow for a higher density per acre of housing. It allows construction of town homes, condominiums, and apartment complexes.

Third is the RMH zone which encompasses manufactured housing including manufactured housing parks. RMH-1 and RMH-3 allow leasing or renting of lots and RMH-2 incorporates the lots for sale in a subdivision.

The City has a strong desire to continue developing the residential areas of the community to be functional in regards to employment, shopping and recreation. Recently additions were incorporated into the City Codes requiring new subdivisions, apartment complexes, and manufactured home parks to deed to the City certain lands within the project area for development as neighborhood parks, open space areas and recreational venues for the residents. This type of foresight and planning is what makes West Wendover feel like a community.


The City of West Wendover continues to aggressively develop the infrastructure and utilities needed to meet the demands of a growing community. The City’s platform of growth is supported through development of utilities with a long-term focus on the impacts of a high user system and the needs of new technology. The City of West Wendover is intent on being a leading community in Nevada with regard to the use and accessibility of high-speed telecommunications. West Wendover is also committed to the needs of its citizens and visitors and has developed exceptional community services such as fire, police, and health services as well as educational and recreational facilities for all members of the community. West Wendover is also well serviced by all forms of transportation.

The Wendover Airport, formerly Wendover Field, located in Wendover, Utah, is a reminder of a time when the United States war efforts were at their high during World War II. Wendover Airport was constructed as part of the mass mobilization effort of the war. The Airport was constructed to train heavy bomber crews who would move on to serve in both the European and Pacific theatres of war. Today, it serves as an important facet in the transportation plans of West Wendover. The Airport facility currently operates two runways, both capable of servicing passenger and cargo operations. West Wendover has plans for development of the “Port of West Wendover,” a 3,000-acre industrial airpark located immediately adjacent to the Wendover Airport. This facility will be managed by a City Port Authority and will include a large multitude of functions including: Foreign Trade Zone, Air Cargo, Air Terminal, Bonded Warehousing, Manufacturing and other related facilities. Access to the runways of the Wendover Airport through connecting taxiways will allow both West Wendover and the Wendover Airport to benefit from such industry and development.

The Union Pacific Railroad’s main east west line from Salt Lake City, Utah to San Francisco, California bisects West Wendover. This line was originally constructed by the Western Pacific Railroad in the early 1900’s and was the spark that initiated the development of the community of Wendover. Several services are being contemplated for future development including a multi-modal transfer station, which will combine the use of bus transportation, rail service with Am Track and air service through the Wendover Airport. The Community’s manufacturing/industrial property is well-suited to take every advantage of rail spurs for loading and unloading use.
